The Stables Woodland Bank, Gander Lane, Teddington, Tewkesbury Gloucestershire
GL20 8JA
• The appeal is made under section 78 of the Town and Country Planning Act 1990 against a refusal
to grant planning permission.
• The appeal is made by Mr Baker against the decision of Tewkesbury Borough Council.
• The application Ref is 26/00111/FUL.
• The development proposed is a single storey side extension.
Decision
1. The appeal is allowed and planning permission is granted for a single storey side extension
at The Stables Woodland Bank, Gander Lane, Teddington, Tewkesbury Gloucestershire
GL20 8JA in accordance with the terms of the application, Ref 26/00111/FUL, subject to
the following conditions:
1) The development hereby permitted shall begin not later than 3 years from the date
of this decision.
2) The development shall be carried out in accordance with the following approved
plans: 2605_001, 2605_002(b), 2605_003, 2605_004(a)
3) All external materials, finishes, and detailing used in the development shall match
the existing building in colour, texture, profile, and appearance
Main Issue
2. The main issue is the effect of the proposed extension on the character and appearance of
the host dwelling
Reasons
3. Taken together, Policies RES7 and RES10 of the Tewkesbury Borough Plan (2022) (BP),
Policy SD4 of the Gloucester, Cheltenham and Tewkesbury Joint Core Strategy (2017)
(CS), and Section 12 of the National Planning Policy Framework (2024) (the Framework)
require development to be of high-quality design that is sympathetic to local character and
preserves the rural, simple agricultural form of converted buildings.
4. The host dwelling is a timber stable/shed-like structure of simple form, low height and
modest scale. This gives it a functional and utilitarian character. It does not include
traditional vernacular qualities which would be associated with historic agricultural barns.
The proposed extension would replicate the existing ridge and eaves heights, materials
and overall proportions, which would ensure visual consistency with the existing property
and maintain the legibility of its simple agricultural form and rural character.

5. Although the extension would alter the footprint from an L-shape to a U-shape, this change
would not undermine the building’s agricultural appearance. U-shaped arrangements are
commonly found in stable groups and rural outbuildings, and the resulting form would
continue to appear as a simple timber stable building. No domesticising features such as
porches, dormers or complex roof forms are proposed. The proposal would also be unlikely
to give rise to a significant increase in domestic paraphernalia beyond that already
associated with the existing residential use.
6. Given the modest scale of the proposed extension and its alignment with the existing
building envelope, the scheme would preserve the building’s rural, stable-like character.
The simple agricultural appearance of the structure would remain legible, and the
development would not result in any significant harm to the character or appearance of the
host building.
7. In view of the above, there is no conflict with BP Policies RES7 and RES10, CS Policy SD4
or provisions of the Framework.
Conditions
8. I attach conditions which are necessary to provide certainty over commencement, to
ensure the development proceeds strictly in accordance with the approved plans, and to
secure matching materials so that the works integrate appropriately with the existing
building and avoid harm to its appearance.
Conclusion
9. For the reasons set out above, and having regard to all other matters raised, the appeal is
allowed.
